ATTEND THE URBAN CONTAINMENT BOUNDARY EXPANSION APPLICATION PUBLIC MEETING

At this applicant-led Public Meeting the Urban Containment Boundary Expansion Application (south of Jubilee Parkway) will be discussed.

The City of Campbell River (the City) has received an application from private landowners to amend the City’s Official Community Plan (OCP) by expanding the City’s Urban Containment Boundary. A public meeting, arranged by the applicant, will be held on July 12, 2023, from 7 to 9 p.m. at the Campbell River Sportsplex, and residents are encouraged to attend. The applicant will present information and answer questions on the application, and City staff will be available to discuss any comments.

The area of the application includes three properties along Jubilee Parkway to the south (under addresses “0” Jubilee Parkway and 276 Finch Road) in the area of the Willow Creek Road and Jubilee Parkway intersection. The application is for the expansion of the Urban Containment Boundary only and does not currently include any redesignation for residential development, rezoning or any development concept.

The City is reviewing the application and has referred it to external agencies, including the Strathcona Regional District, local public utility providers, First Nations, Island Health, and Provincial Ministries. Comments from this referral process will be taken into consideration when evaluating the application.

The OCP contains policies relating to growth management, housing, transportation, utilities, and the environment. The City will review the application based on the desired outcomes, objectives, and policies of the OCP as well as various other City master plans.

Necessary community notifications regarding this public meeting have been distributed. Letters to properties in proximity to the proposed expansion area were delivered earlier in June, and public notices are being placed in the local newspaper. In addition, signs have been posted on the properties, and information has been added to the City website.

A report will be scheduled to be presented to City Council in the fall of 2023 after comments from stakeholders and the public have been received. A Public Hearing will then be scheduled, at which time members of the public will be able to address Council with comments and concerns regarding the application.
