CR and District Adult Care Society
Pam Mann, Nurse Administrator, CR and District Adult Care Society, presented regarding programming for seniors in the downtown core through a purpose-built facility at 1201 Cedar Street.
DEVELOPMENT UPDATES
1170 and 1192 Evergreen Road
Major Development Permit application No. P2200026, for a 16-unit rental townhouse development at 1170 and 1192 Evergreen Road was approved by Council. The application included a variance that reduces the obligation for underground utility wiring from 100 to 50% of the works. The development proposal is consistent with the Official Community Plan, meets the requirements of Zoning Bylaw 3250, 2006, and aligns with recent decisions on undergrounding utility wiring on properties in priority areas.
Temporary Use Extension at 1449 Island Highway
Council renewed Temporary Use Permit No. P1800030 to continue to permit retail sales of building construction materials on an existing property at 1499 Island Highway (1661 Maple Street). The temporary use is consistent with the Official Community Plan and compatible with the permitted uses in the Commercial Four (C-4) Zone and surrounding land uses. The permit was extended to August 13, 2024.
COMMUNITY SAFETY
Bylaw Amendments to Prohibit the Consumption of Illegal Drugs on Public Property
Council adopted Public Nuisance Amendment Bylaw No. 3884, 2023 (consumption of illegal drugs on public property) and Ticketing for Bylaw Offences Amendment Bylaw No. 3885, 2023 to allow RCMP and bylaw officers the authority to ticket offenders.
Remedial Action for 960 Petersen Road
Council authorized staff to require that the owner of the property at 960 Peterson Road bring it into compliance with Public Nuisance Bylaw No. 3543, 2014. City contractors were authorized to enter the property to perform the work if necessary.
COUNCIL UPDATES
Council Purchasing Policy Amendment
Council directed staff to incorporate a set-aside clause within the Council Purchasing Policy for Indigenous procurement, permitted as an exemption under the Canadian Free Trade Agreement.
COMMUNITY UPDATES
Willow Point Business Improvement Area Renewal
Council directed staff to prepare a bylaw to renew the Willow Point Business Improvement Area (WPBIA) for a five-year period from January 1, 2023, to December 31, 2027. The renewal will be established through a Council Initiative, as requested by the WPBIA society.
Funding Host for the Campbell River Community Action Team
Council approved the City to continue to act as the funding host for the Community Action Team (CAT). The CAT will receive $60,000 from the Community Action Initiative for the period of January 1 to December 1, 2023, to support localized overdose response initiatives. Council directed staff to invite the CAT to present at a future Committee of the Whole meeting.
Situation Table Training Space Donation
Council received correspondence from Stefanie Hendrickson, Campbell River Situation Table Coordinator, requesting the City donate space for training up to 30 hours a year. Council invited Hendrickson to present on the Campbell River Situation Table at a future Committee of the Whole meeting.
Campbellton Neighbourhood Association Request for Letter of Support
Council received correspondence from the Campbellton Neighbourhood Association requesting a letter of support for their BC Destination Development Fund grant application for their River Route Park Project.
