FINANCIAL UPDATES
2023 Permissive Tax Exemption Recommendations
Council gave first and second reading to Permissive Exemption from Taxation Amendment Bylaw No. 3873, 2022, as recommended in the Community Partnership Committee's August 4, 2022 report.

Nunns Creek Park Cleanup Costs
Council received the August 4, 2022 report regarding cleanup costs at Nunns Creek Park. In 2021, the City spent just over $30,000 on cleanups. In the first half of 2022, the City has spent $45,000 on cleanups. The increase is due to additional labour and the amount of waste being transported to the landfill.

Strategic Priorities Grant Application for Nunns Creek / 2nd Avenue Detention Pond Project
Council supported applying for the Strategic Priorities Fund grant for the design and construction of the Nunns Creek / 2nd Avenue Detention Pond Project.

Council Remuneration Bylaw Review
Council received a report from staff on council remuneration levels in comparable communities, and elected to take no further action at this time.

DEVELOPMENT UPDATES
Zoning Amendment Bylaw for 741 Birch Street
Council adopted Zoning Amendment Bylaw No. 3854, 2022, to increase the permitted density at 741 Birch Street.

Zoning Bylaw Amendment at 1940 Nunns Road
Council adopted Zoning Bylaw Amendment No. 3847, 2022, to rezone 1940 Nunns Road from Residential One to Residential Multiple One, permitting a maximum of 20 units.

Official Community Plan Amendment to improve Hazard Conditions (Steep Slope)
Council deferred third reading of OCP Amendment Bylaw No. 3869, 2022 and directed staff to further engage with affected property owners within six months.

COMMUNITY SAFETY
Remedial Action for 1940 McDonald Road
The owner of 1940 McDonald Road will be required to bring the property into compliance with the BC Fire Code 2018, Fire Services Bylaw No. 2612, 1997 and Public Nuisance Bylaw No. 3543, 2014 within 60 days of service of the remedial action notice. City contractors are authorized to enter the property to perform the work required if the property owner does not comply.

Public Nuisance Bylaw Amendments for Nunns Creek Park Camping
Council directed staff to bring forward amendments to the Public Nuisance Bylaw to permanently restrict camping year-round in the area of Nunns Creek Park identified in Schedule E of the Public Nuisance Bylaw.

Request for Amendments to the Firearms Bylaw
Council received correspondence from Catherine Conroy-Doll and Kevin Doll requesting amendments to the Firearms Bylaw to include restrictions on bow use. Council referred the email to staff to report back on options to restrict bow use.

COMMUNITY UPDATES
Yard Waste Curbside Collection Services
Council received a staff report recommending reductions to allowable curbside yard waste collection volumes. Council directed staff to report back with additional information, which will take place at a future Committee of the Whole meeting.

Public Hearing Scheduling Changes
An additional public hearing date was added on September 7, 2022 at 6 p.m. for a rezoning application at 2099 Merecroft Road. A public hearing is also scheduled at 6:00 p.m. on September 19, 2022 for a rezoning application at 120/240 Elk River Road.

CORRESPONDENCE
Support for the Island Rail Corridor
Council received correspondence from the Honourable Rob Fleming, Minister of Transportation and Infrastructure responding to the City's letter of support for funding to restore the Island Rail Corridor. Council referred this item to the Economic Development Manager for an update on the status of this project and the existing March 2023 deadline.

COMMITTEE OF THE WHOLE MEETING
Presentation from the Campbell River and District Coalition to End Homelessness (CRDCEH)
Stefanie Hendrickson, Coordinator for the CRDCEH, gave a presentation to Council to provide an update on the current state of homelessness and housing insecurity in Campbell River, as well as offer to collaborate on solutions, provide expertise, and answer questions.

DEVELOPMENT SERVICES ACTIVITY UPDATE
Received by Council during the August 16, 2022 Committee of the Whole meeting.

Since the last report was provided to Council on July 12, 2022, there have been:

  • 13 new applications received
  • 9 applications completed

Currently, there are 96 active files. Of those files:

  • 39 require action from the applicant
  • 54 require action from the City
  • 3 require action from the Province
