ECONOMIC UPDATES
Food Truck Permitting and Regulation
Council adopted Business Licence Amendment Bylaw No. 3887, 2023. The changes add criteria and amend interpretations and definitions to allow food trucks at designated locations in Campbell River, as recommended in the Economic Development Department report dated January 26, 2023. The public hearing requirement was waived.
Physician Recruitment Support
Council supported physician recruitment activities, as recommended in the report dated February 10, 2023, from the Economic Development Department, and put $20,000 from Council contingency towards the various initiatives:
· Providing welcome packages to new Campbell River physicians or prospective recruits
· Maintaining a City presence at recruitment events for residents in the University of British Columbia (UBC) Family Medicine Residency Program
· Prioritizing permits for healthcare facilities
· Improving access to daycare for healthcare workers
· Offering tax incentives to private healthcare clinics/facilities
Business Advisory Team
Council approved the creation of a Business Advisory Team (BAT) as recommended in the report dated January 27, 2023, from the Economic Development Department. The BAT will enable staff and Council to consult with industry and business monthly to streamline internal processes and create efficiencies for Campbell River businesses.
FINANCIAL UPDATES
6th Avenue-Thulin Street Utility Renewal
Council approved the award of Tender 22-89 6th Avenue-Thulin Utility Renewal to The Ecklundson Construction Group, for $1,727,609.63, excluding GST.
Council Remuneration Bylaw Amendment
Council gave Council Remuneration Amendment Bylaw No. 3888, 2023, first, second and third readings. Council also directed staff to provide a report by June 2023 with options to amend the CPI-based salary adjustment provision in the Remuneration Bylaw, with those amendments effective for the year 2024.
UBCM Disaster Risk Reduction-Climate Adaptation Grant
Council authorized staff to apply to the UBCM Disaster Risk Reduction-Climate Adaptation grant in collaboration with the Strathcona Regional District (SRD). The SRD will receive and manage the grant on behalf of the City if the application is successful.
DEVELOPMENT UPDATES
173 Dahl Road
Council gave third reading and adopted Zoning Amendment Bylaw No. 3881, 2023, to split-zone the property at 173 Dahl Road from Residential One (R-1) to Residential One A (R-1A) and Residential One B (R-1B) to align with a proposed three-lot subdivision. Council requested that the applicant enters into a covenant to protect existing and plant new trees to assist with privacy before the adoption of the bylaw. First and second readings were received on January 12, and a Public Hearing held on February 8, 2023.
COMMUNITY UPDATES
Public Nuisance Amendment Bylaw
Council reconsidered the adoption of Public Nuisance Amendment Bylaw No. 3894, 2023 to correct the sequence of terms in Section 4.5(n), Public Nuisance Amendment Bylaw No. 3884, 2023 (consumption of illegal drugs on public property) and Ticketing for Bylaw Offences Amendment Bylaw No. 3885, 2023, due to recent events. Council directed staff to report back on further options to address the consumption of controlled substances in the public.
Long Range Planning & Sustainability Major Projects Update
Council received for information a report regarding Long Range Planning and Sustainability Department's Major Projects Update. Major projects include the Quinsam Heights Neighbourhood Plan (QHNP) and the Master Transportation Plan and Dogwood Corridor Study (MTP/DCS). QHNP is at the end of phase one, wrapping up the first stage of engagement before heading into phase two, which focuses on vision, values and goals. MTP/DCS has completed stage one engagement and is well into stage two, looking at goals strategies and future plans.

Council received correspondence from Dr. Charmaine Enns, Medical Health Officer, Island Health regarding Public Nuisance Amendment Bylaw No. 3884, 2023 (consumption of illegal drugs on public property) and Ticketing for Bylaw Offences Amendment Bylaw No. 3885.
Campbell River Canada Day Committee Funding Request
Council received a January 31, 2023, email from Carol Chapman, Chair of the Campbell River Canada Day Committee, requesting funding and the use of porta-potties for the 2023 Canada Day fireworks display. Council directed the request to 2023 financial planning deliberations.
Wounded Warrior Run BC Funding Request
Council received a funding request from Jacqueline Zweng, Director of Wounded Warrior Run BC, for the 2023 event and directed staff to issue $2,500 from the Council contingency fund.
Royal Canadian Legion Support Request
Council received correspondence from Craig Thomson, President of BC/Yukon Command, Royal Canadian Legion and supported the purchase of an ad in the Military Service Recognition Book.
