COMMUNITY UPDATES
Repairs for Lift Station #4
Council directed staff to proceed with slope stability repairs for Lift Station #4, as recommended in the November 10, 2022 report from the Utilities Depart. The 2022-2031 Financial Plan was amended to reflect project funding in the amount of $656,795 from the Sewer Reserve.

DEVELOPMENT UPDATES
640 Willowcrest Road
Council gave first and second reading to a Zoning Bylaw Amendment to allow a future two-lot subdivision at 640 Willowcrest Road. The minimum lot size requirement was reduced from 450m2 to 430m2, and the public hearing was waived.

2702 Island Highway South
Council approved Major Development Permit Application P2100078 for a six-storey, 80-unit rental apartment building with a variance to reduce the required parking spaces from 120 to 97 at 2702 Island Highway South.

1001 Island Highway - BC Ferries Terminal
Council approved Major Development Permit Application P2200080 to update the BC Ferries Campbell River Terminal with a variance to reduce the front yard setback from 4.5m to 0.0m at 1001 Island Highway.

2337, 2341 and 2365 Quinsam Road
Council adopted Zoning Amendment Bylaw No. 3837, 2021, which rezones 2337, 2341 and 2365 Quinsam Road to Residential One A (R-1A), Residential Two (R-2) Zone, Residential Multiple Three (RM-3) Zone, and Comprehensive Development (CD) Zone.

2022-2031 Ten-Year Financial Plan Amendment
The 2022-2031 Ten-Year Financial Plan Amendment Bylaw No. 3882, 2022, was given first three readings.

2023 Financial Planning Process
Council received the November 1, 2022 report from the Finance Department outlining the 2023 financial planning process overview & timeline, for information.

Quarterly Financial Report
Council received the November 7, 2022 report from the Finance Department regarding the City’s Quarterly Financial Report – Q3, 2022 for information.

ECONOMIC UPDATES
Year in Review 2022
Council received the November 10, 2022 report from the Economic Development Department regarding the 2022 Year in Review for information.

Annual Tactical Plan 2023
Council received the November 10, 2022 report from the Economic Development Department regarding the 2023 Annual Tactical Plan for information.

Labour Market Partnership Project Update
Council received the November 10, 2022 report from the Economic Development Department regarding the Labour Market Partnership Project Update for information.

COUNCIL UPDATES
2023 Council Calendar and Acting Mayor Schedule
Council amended and then approved the 2023 Council Calendar and Acting Mayor Schedule, which will be posted on the City website by the end of 2022.

Council Orientation
Staff from several divisions, including Corporate Services, Development Services, Community Planning & Livability and Community Safety, presented to Council on their department’s functions and scope of work.

DELEGATION
Forestry Stakeholder Meeting                         
Holbrook Dyson Logging Ltd., Western Forest Products Ltd., Truck Loggers Association, and BC Council of Forest Industries (COFI) presented to Council. Mayor Corbett Labatt of Port Hardy and Mayor Baker of Sayward also attended.
